You'll also run into Gary on the second floor of the Pokémon Tower, and he's currently using a Pidgeotto (25), Ivysaur (25), Gyrados (23), Kadabra (25) and Growlithe (22). You might as well use a Repel on yourself after you've caught Gastly and Haunter, although you might get lucky and encounter a Cubone once in a while. Just fighting all the trainers and continue on up.
You can really wreck shop if you have a built-up Fearow or similar flying Pokémon, who also has a Dark attack (like Pursuit). The Pokémon Tower is really linear and there aren't really any tricks to getting through.
